That isn't using the natural interface of the game. You have not clicked on the hq to get an option that allows you to put a fire out on it. Its hardly the biggest crime but it is now against the rules.
It would be nice if the game was set up to either ignore these kind of actions or to give you a warning but I won't hold my breath for that to actually happen.
